Keyboards follow the QWERTY layout, originally designed for early typewriters. At the time, typing too quickly could cause keys to jam.
The layout spaced out commonly used letters to reduce this issue. Even though modern keyboards no longer have this problem, the layout remained.
People became used to it and changing it would be difficult. Sometimes technology keeps older designs simply because they became the golden standard.
